Abstract

This dissertation examines the implementation and impact of the decision of the Connecticut State Supreme Court in the 1996 case of Sheff v. O'Neill. This inductive case study uncovers a number of variables that suggest explanations for the modest success achieved by the State of Connecticut in its attempt to meet the demands of the court to racially and ethnically desegregate public schools in the Hartford region. The study further provides a basis for additional research on the ability of state courts to produce social change through their decisions.^
